It depends. There are a number of factors that a player should consider prior to declaring for or officially entering his name into the transfer portal. A non-exhaustive list of factors include: academic credits transferring, athletic eligibility remaining, individual success at one's current school/program, playing time, depth of the portal at given position, and significance of rev share at the next stop. It is a good idea to make sure you have an agent or counsel to discuss these factors and more.

No. I anticipate nearly every player with 3 or more stars have been either in discussions with, or officially signed with, an agency. The schools have now "outsourced" the business/money conversations to an in-house General Manager, and it is only fair that players come prepared to those meetings. GMs are operating in the best interest of the college or university, so players need to ensure that they have someone in their corner who understands the NIL/rev share market and is willing to have difficult conversations with coaches and GMs.
